Monica Eaton, CEO of Chargebacks911, recently contributed a guest commentary to The Payments Association examining the unintended consequences of making the chargeback process increasingly frictionless. In the article, Eaton argues that the growing misuse of chargebacks is creating costs that ultimately extend beyond individual merchants and affect consumers across the broader payments ecosystem.
The piece examines how the industry’s efforts to make payments and dispute processes faster and easier have also lowered the barrier to filing a chargeback. Eaton draws on findings from the latest edition of the Chargeback Field Report, including the finding that 38% of merchants say chargeback-related costs are now influencing the prices of their goods and services, up from 32.5% in the previous report. The report also found that nearly 62% of merchants have seen dispute volumes increase over the past three years.
“The problem is not that chargebacks exist. The problem is that the system surrounding them has evolved in a way that increasingly rewards behavior it was never intended to encourage,” Monica writes.
Monica’s commentary emphasizes that chargebacks remain an important consumer protection, particularly when genuine fraud occurs or merchants fail to deliver what was promised. The challenge, she argues, is distinguishing legitimate disputes from first-party misuse without making it harder for genuine victims to seek help. She calls for greater transparency, improved data sharing, better consumer education, and stronger mechanisms for identifying repeated patterns of misuse across the payments ecosystem.
