Monica Eaton, CEO of Chargebacks911, was recently featured in Crowdfund Insider following the release of the UK Financial Conduct Authority's Mills Review, a landmark report examining how artificial intelligence could reshape retail financial services. In the article, Eaton shares her perspective on how AI is transforming not only consumer experiences, but also the fraud and dispute landscape that financial institutions must navigate.
The feature explores the FCA’s conclusion that AI has the potential to fundamentally change how consumers interact with financial services by automating decisions, streamlining transactions, and enabling autonomous financial agents. At the same time, the report warns that these advances could amplify risks related to fraud, cybersecurity, and consumer harm if organizations fail to build appropriate safeguards into their AI strategies.
“The review also points to a more fundamental shift. Consumers are increasingly prepared to delegate financial decisions to AI agents acting within pre-set goals, with the FCA’s own research suggesting 11 million UK adults are open to this,” Eaton said. “That shift can make it harder to point to the moment someone clicks to buy and explicitly authorises a transaction, which has long been one of the clearest signals used to resolve a dispute or fraud claim.”
The article notes that while AI offers tremendous opportunities to improve fraud detection and operational efficiency, it also equips bad actors with increasingly sophisticated tools to conduct scams and exploit financial systems. As autonomous AI becomes more deeply embedded in commerce, merchants, issuers, and regulators will need to rethink long-standing assumptions around customer intent, authorization, and liability. Eaton argues that firms should view AI governance as a strategic priority rather than simply a compliance exercise.
Eaton concluded by emphasizing that preparing for AI-driven commerce requires more than deploying new technology. “It’s up to firms to build accountability into the transaction itself, before disputes arrive at scale.”
